Does Vulkan's ability transfer to sister since it sas all model loose chapter tactics and your army gains ....

Yes, it applies to any model in the army. Otherwise it wouldn't work on Dreadnoughts, Landspeeders, Landraiders, etc.

No. Vulkans ability replaces the chapter tactics. so you would have to have that to start. Sisters dont.

Check the rule again, mxrcr23r. Vulkan is the odd man out as far as chapter tactics go.

Doesn't say all models with Combat Tactics and a flamer loose Combat Tactics and gain twin linked - it says all units that have Combat Tactics lose it, and all flamers in the army gain twin linked. Two seperate things.

I think it was intended not to cross to Sisters, but as written it does.

All unit's "lose" Combat Tactics and then all Thunder Hammers, Flamers, etc in "your army" are either twin linked or master-crafted. Each other marine IC offers an "exchange" of CT for a special ability of some sort. Just because a unit doesn't have CT to loose doesn't mane it doesn't benefit from the second effect.

This is in addition to Mkerr's point regarding SM vehicles.
