Hello,

The rule in question:

Any unit with at least one model within 1” of this line immediately suffers 4D6 hits.

Do I as the blood angels player need to roll 4D6 to-hit dice or do I roll 4D6 to wound dice? My opponent claimed that the Monolith Gauss flux arc is similarly worded (I don't know the rule nor do I have access to it to verify) and so he insisted that I roll to hit with 4D6 - which honestly is silly since the squad could put out more hits firing normally.

Any rules like this are simple, across any GW game.
If it says 'xD6' shots, that is how many shots are fired, you must then roll to hit and wound.
If it says 'xD6 hits' that is how many hits have been inflicted, you then just roll to wound.
If it says 'xD6 wounds' then you have already wounded and your opponent goes straight to armour saves where allowed.

So in this case, your roll 4D6 to see how many hits have been inflicted, you then roll that many dice to wound.

4d6 per unit within 1" of an 18" line ouch thats a lot of gun fire.

Yeah, 4d6 is the number of successful hits, which you then roll to wound with. You're effectively bypassing the normal to-hit roll.
