I play DKOK and field a lot of engineers, and give them gas grenades, and attach a commissar-general with a power fist. now the gas grenades make them strike at I10, but the power fist makes the commissar-general strike at I1 so if i get this right the commissar-general will still strike at I1 and not I10, we had some debate when I assaulted an ork warboss. I may be wrong and i hope I am because it will add a new power to my army.

I am afraid you are not wrong. The grenades go off first, giving you I10, but the powerfist rule ignores your modified initiative, and takes you straight back down to 1 again.

Basically, powerfists always strike last. This is because it would make them really quite ludicrously powerful if they didn't.
