Could it be a 6th edition/new codex tit bit or a mistake?

In Imperial Armour 3 the existing rule was:

Forward Scouts: Pathfinders operate ahead of the main Tau lines. In scenarios where some troops start on the table and others start in reserve, Tetras always deploy on the table. Tetra teams may make a normal move after deployment but before the first turn to get into a forward position.

So either they got it wrong or Forward Observer is new.

Either way I'm digging my unpainted Tetras out of the pit and giving them a spray.

Imperial Armour Vol 8. Page 99. Under the Elysian Veteran Squad.

It's one of 3 doctrines they may choose that gives them wargear and/or special rules. This one gives them camo cloaks and a homing beacon.

Yep, pg 99. Good knowledge.
Do you think it's the same? It fits to give them stealth and one Tetra a homing beacon. But why not just say they have the stealth special rule and that one Tetra has a homing beacon instead of a rule in army list completely unrelated to them?
We shall see.

I doubt it, but not having a frame of reference from the OP it is hard to say.

That is the only mention of forward observer I have ever seen.

Someone asked the question on facebook and the answer is:

"We're updating the pdf at the moment, but it's listed in error - no such rule is present for this unit."

I'm really impressed by them using facebook to sort this out quickly.
I'm really unimpressed with them getting it wrong in the first place.
