Since Vulcan twin links flamers and meltas, does that apply to the Crusader Redeemer Flamestorm Cannon as well?

No as it is not a flamer, it has a weapon profile, ( and name) that is different from flamers and heavy flamers.

Correct. Vulcan has a specific list of weapons that get twin linked, and Flamestorm cannons are not on that list.
