Can one unit have two magic standards? Put a BSB with a magic standard in a unit who also takes a magic standard. Can they stack?

Yes, magical banners can be played the way you describe, and the banners can stack. For instance, I know of two vampire count players who take banner of the barrows for their grave guard units, and then they take a BSB Wight King with the Razor Standard. The grave guard then get +1 to hit, and armor piercing on their melee attacks. The only rule to watch out for magic banners is that you can't take duplicates. So you can't take two war banners, one with the unit, and one with a BSB. But if you legally could, their effects for +1 combat results would technically stack, to a +2 result. Anyway, since you can't take duplicate magical items, the effects of stacking don't happen that much.

If you are looking for stacking results in magical banners, the best army to look into for that would be dwarves. They can attach three runes of magic onto any banner that they want. They never can take the same combo of three runes twice. The dwarves also have a banner that makes units within 12" of the banner stubborn for 75 points. They have some of the best standards in the game. Maybe only the banner of the world dragon for high elves might be better. It gives a unit a 2+ ward save against magical attacks and magical weapons.
