I've been playing for a while, but this is the first time I'll be trying out IG. Does this look like a good list to start with?

This list is a good start but could use a few tweeks. I have heard a lot of arguements for and against Stormtroopers but when it comes down to it, they are just not worth the pts. Especially if you are not going to put them into a transport or give them a full squad. Five ST deep striking, (which is what I guess you are going with the AA rules) are not going to last long even if your looking to make them a suicide melta squad. Getting another vet squad with Chimera would help out.
Also, I don't really understand why your putting Harker with sniper rifles. He would be much better served with a more mobile squad then sitting static with snipers.
Finally, I might consider shifting some points around to be able to take a Heavy Support option. While your list can take a on different types of armies, its still good to have something that can really bring some pain in one shot. A Leman Russ Battle Tank would probably be the best option to support your blob infantry.

Add 6 Ratling Snipers
Give the Leman Russ Commander Pask and a Stubber
Add another Infantry Squad w/ a PW Sgt.
Add a Heavy Weapons squad w/ Mortars
Replace the Exterminator with a Demolisher w/ Plasma Sponsons

I would go with the Infantry sqaud with PW. Always good to have lots of bodies when the builts start to fly.
