Smoke Launchers and Glancing Hits

Check out this screen capture from the GW article linked below. My question is: Does popping smoke make all hits glancing? From the 40K rulebook it appears that smoke only gives you the benefit of a 4+ cover save.

Thats the rules from last edition where smoke made all hits glancing. Now its a 4+ cover save.
