In the US, the first 3 of 10 digits is the "Area Code" which is a geographic and population density demographically created area. It used to be there was one for an area, then they would split it to make more once it got populated enough. Now there are so many numbers needed with cell phones, that many cover teh same area, but with a certain code being cell numbers.
Washington DC all start with 202, NYC 212, etc.
So a number, when dropped, is very likely to be within a few hundred miles radius, unless the person moved and later changed. Cell phones now are given area codes based on where you list your address at time of creation, but you can take them anywhere.

See our land lines have area codes, but I'm not aware of any area coding for mobile numbers. If the companies do it I don't think they've advertised it.
