Decapitator as an IC?

Has anyone tried running Decapitator from the DE book as an independent character? Is he just as bad, playable, or op?

He seems like he'd still be over-priced even if he were an IC. He should really have a 4++ and even then he'd need to be a bit cheaper. Being an IC, however, would help a lot in his role of lopping the head off of the biggest thing he can find, not to mention giving the mandrake squad he's attached to a pain token so they can wreak havoc with baleblast.
