Off Topic: Managing Telecom Expenses

It's been years since the last time I was here and I'm sorry to be asking this off topic question. I work as a secretary and I was tasked by my boss to find ways to cut wireless costs and reduce energy budget and this can be done by cutting expenses with our telecommunications program. However, with increasing mobile workforces we need a tool to get a better grip with our telecom spending. I wonder if there's anyone here who can recommend a tool that can assist us in achieving this goal of ours. Apologies if I'm not in the right place.
