Have to agree with the Dark Eldar codex for 5th. Well done background and a fairly overall balanced 'dex. Really been enjoying it.

I prefer these kinds of tournies myself and am fortunate enough to have one nearby that does this. Good fun!

I'm not a really die hard Eldar player, but I always found the forums at http://www.librarium-online.com/forums/eldar/ enlightning.

We use the combat patrol rules locally. They work pretty well for keeping everything about where it should be.

I am in the Portland OR metro area and I play most of the time at Knightfall Games, though I also like Zgames and Rivals, they're just a lot further and the terrain's not quite as top notch.
