Since Goblins already have the Fear Elves rule, would an Elf unit that normally causes fear cause terror?

Unless that rule says otherwise fear is fear. Making something cause fear doesn't suddenly make them cause Terror.
Of course I could be wrong due to a FAQ or something ...
