Those are all skulls from the plastic chaos temple terrain piece. You get three skulls in the kit so that's a bunch of bashed kits used to make those pillars.

That may be so but the third skull on every tower as a bionic eye which suggests it may be not be just a kitbash

It appears that there are at least four different skull types with a possible fifth or augment bit to stick to the side. There are 10 spikes on the right side of each tower and they all appear to be exactly the same. The bases vary slightly in size though... Very possible terrain bit, which I hope it is. It'd be nice to build a fortress of skulls with it.

The grill on the base pieces is from the Bastion, as it the thingy on the top (from the lascannon mount) with what look to me to be the lights from the Sanctum Imperialis stuck on. The detaily bits I can make out all look like parts from various plastic kits.

Doesn't mean it's not a new kit, as they're all very regularly and consistently assembled.

What I find interesting is the road base the tanks are on, did anyone notice how it looks to be made the same way as the craters? Look at the edges as they have the same 'lip' as the crater terrain.

Its looked like 2 different road pieces to me. The one in the far right of the picture looks very similar to what is show several times in the IG codex, and that appears something scratch built.
The other one, on the chaos side looks to me more of a 'new' terrain then the other one (but I doubt it!)

They may have built one of the skull towers and then cast it in resin to make identical multiples of it.

Actually, the towers as a whole aren't identical copies.
If you look at the fine detail on the foreheads of the skulls (impact marks, smoothness, cracks, etc.); the same skulls are not in the same location on each pillar.
Although, there only seems to be 4 different skull types.

Makes it seem like it could be a new model; with a pack of large skulls fitted onto a tower piece.
It is not the combat I resent, brother. It is the thirst for glory that gets men cut into ribbons.
