    Do Storm bolters count as a bolter for the sake of special ammo for Sternguard?

    No, you loose the special ammo when you upgrade to storm bolters, so in reality it is a massive downgrade and you have absolutely no reason to ever waste points on that.

    Stormbolters are a special sub-type of bolter in the same way as a heavy bolter or bolt pistol. The only type of bolter that is subject to the special ammo rule is the regular bolter, including a regular bolter with a combi-weapon attachment.

    Yeah, it's a shame, because it would be nice to be using the special rounds, and then switch to normal storm Bolter rounds and charge.

    In friendly games I let friends take the stormbolters and still use the special ammo profiles (you can almost think of it as having an assault 2 special ammo), but strictly speaking you can only use them with the standard Boltgun.

    The correct answer to your question is storm bolters are bolters. but they are not boltguns and only blotguns can use the special ammo.
