I know what you mean, but static doesn't seem like the right word. The sculpt does not suggest movement, I'll give you that.
I mean, I find all treaded tanks look basically static (unless they're demonically possessed or something). I once fixed a rhino that had this problem by giving it a base- once the tank looks like it is moving over uneven terrain, it really comes to life.

I think on this particular model, its the lack of really separate turret. But yeah all tanks are somewhat "static".
