That's a really tough one. As we all know there is basically almost no support for almost all the regiments out there. I'd go with the Macharian Crusade campaign book made by Bols for some inspiration. Other than that, maybe a Necromunda regiment?

You could go with Valhallan. They have a russian vibe, what about Vassili Zaitsev? Part of the 1047th Rifle Regiment of the 284th Rifle Division of the 62nd Army. So I would say either the 1047 or 62 Valhallan could now be reknowned as a Regiment for the pruposes of raising snipers who are then sent out to trickle the skills down.

My problem is I already made up rules for Tanith and Valahallans. But I'm sure the GM will let me revisit them.
Otherwise my regiment is going to be Gudrunite rifles.

Sorry if I wasn't clear -- I'm aware that sniping is very important in urban combat in real life.
My point is that urban combat on a hive world is -- in my imagination at least -- vastly different to real-world urban combat. It involves more crawling through air ducts, vicious short range firefights in dimly lit rooms, and desperate hand to hand in corridors. So, basically, I imagine the Athonians specialise in recreating the film Aliens
And very little sniping, I imagine that there are very few spaces in the average hive that would permit sniping.
To the OP, why not go with a regiment that doesn't have a great reputation for sniping? In fact, why not go for a regiment that has a reputation rather opposed to the idea of sniping? Perhaps from a feral or medieval-type world?
In my experience, a character for a RPG can be more interesting if it's built around this type of conflict ...

Because I want to play a sniper.
Our campaign has us as a Penal unit gathered from different regiments. Basically only sgt, commissar, operator, weapons specialist and heavy gunner class characters. no ogryns, ratlings, pyskers or techpriests.
So far I quite enjoy it. But my heavy bolter can't seem to hit anything.

Sorry, I meant why not play a highly talented sniper from some regiment that you wouldn't normally associate with great snipers. I think this would make the character more interesting because of the friction between his/her natural talents and the idea of being a good warrior that he was brought up with.
I was just making a suggestion though. It's just a little less predictable than "I'm a sniper from the Sniper regiment of Snipers from planet Sniper"
I think we've come to the conclusion that GW hasn't done a regiment dedicated to snipers.
