So does this mean the storm raven can only move 6" if it unloads its men?

Indeed this should be in the rules forum.
Read p79 in the rulebook regarding Disembarking, it's pretty clear on the vehicle movement.
If the vehicle had not moved (including pivoting) before the unit disembarks, then it may move normally.
