Can a Lizardmen hero fire a stegadons weapon?

If you buy a stegadon as a mount upgrade for the character then he replaces one of the crew.

Can the character then use his BS to fire the weapon?

I know that a character cannot operate a war machine and only give LD benefits to the war machine crew, but the weapons are not war machines they are classified as 'Howdah weapons'.

So can a skink chief use his BS of 5 to fire the weapons?

In the new Lizardmen FAQ they answer that question. Unfortunately no, Lizardmen characters may not fire Stegadon weapons. Additionally, Stegadon weapons cannot stand and shoot. The FAQ is somewhere under the Gaming section of the GW website.
