Hey, look at the artwork in the codex compared to this:

It has the same hat, sword, pistol and cloak as Commander Chenkov. But its called 'Vanhallan Officer with power Sword'?!

At this point, that IS the model for Chenkov - until they come out with a new one ( although my money is on a new officer that fits in with the 'other' russian army - Vostroyans).
