Seems it's easier for administrators to regulate the victim, rather than fixing the issue. A real shame.

More specifically, it was found not to be a violation of a law that prohibited photographing or recording a person in a partial state of undress. Which it plainly isn't. Upskirting is photographing or recording a person who is fully dressed. It was a case of the state in question not having a law that was applicable to the situation. Predictably, public pressure to pass such a law mounted very quickly.

So basically the law hadn't caught up with technology?

Yup. Can't fault the Judge's findings, spesh as he recommended the Law itself be reviewed.

I'm genuinely encouraged by increasing reports of those posting up nudie pics they don't own being prosecuted.

Seriously, read it. It breaks it down to the overt harassment and death threats, the lack of support, the qualified support that is really jsut about making you feel uncomfortable, indifference etc.
