Yeah, it says "this is apocalypse, you have to organise the games". They suggest various ways for balancing things: extra strategic assets for one side, for one.
Why do you need a rule? The game is a cooperative enterprise. Talk to people!

For our apoc games, my group is going to allow cover saves against Strength D on non-Super Heavy or Gargantuan creatures. The aim is to basically have the fight occuring on two levels: The massive/big stuff battling each other (with collateral), and the standard stuff dukeing it out.
