Then I would council that you combat squad that Dev squad into two, so that the lascannons on your Dev squad can fire at a different target from whatever the Icarus gun is shooting at.

Also, as the signum is only activated in the shooting phase, the Icarus can never intercept at BS5. So if you're going to depend on it for that, forget combat squading and give your lascannons more cushion.
