Given the fluff (and I know there are rules for allies), I'm thinking that Kroot, being the universes mercenary scum that they are, should be able to be used in almost every codex as a free troops choice if you want some cheap 24" snipers and don't want to include an allies force org... I think this is totally reasonable.
