Also, you're ignoring that they're apparently available on Centurions, who ignore the move and shoot restrictions.

I am the Hammer. I am the right hand of my Emperor. I am the tip of His spear, I am the gauntlet about His fist. I am the woes of daemonkind. I am the Hammer.
Your ignoring the rumors that if you use the Tactical chapter trait all space marines will reroll all 1s in shooting, making the chance of suffering gets hot almost nill.
Those are the Grav cannons on the Centurions, which are better than the underpowered grav rifles. However, they are a poor platform for them as they lack an invul save and are 60pts base before upgrades. Also no matter how many shots the grav weapons will always be inferior versus light infantry.
So Grav is still largely irrelevant and won't really help Space Marines or change the meta at all.
could it be that (and i know it's vary rare) GW actually produced balanced weapons, that depend on play style and not witch is more under priced when choosing between them.
Plus without knowing the points cost of a plasma gun and grab rifle we can't really compare and they do two different things, one is MC killer and TEQ killer while the other is just an all rounder, heck you can compare grab to melta guns as well while your at it.
My problem with Dev centurions is if they have twin linked weapons as the primary and a secondary missile launcher or hurricane bolter then they are kinda under powered for their points. Now this is rumored points but a squad of 3 with twin linked Lascannons and a missile Launcher means they get 3 almost guaranteed hits with lascannons a turn and 2 missile launcher hits. Unless its the 2 shot missile launcher then it will double to 4 hits.
for I assume 30 points of upgrades apiece 20 for the las and 10 for the missile launcher your heavy gun squad will hit with 3 lascannon and 4 missiles. 7 big hits out of a squad costing close to 300 points is not horrible but a lascannon loaded predator will likely be under 120 points and be a better use of lascannon point investments.
If you take them as the standard load out of heavy bolters and hurricane launchers they seems a bit steep but accurate method of doling out heavy bolter fire. You are almost guaranteed to hit 15 times with 3 models and then the possible 12 bolter hits. Seems like its a better horde killer with a default load out.
Basically if you don't have a reason to use the grav guns or are worried the local meta is going to hit you with more 4+/5+ armor than you would like the unit may not have any real purpose except surviving hell turkey spam.
I'm trying not to judge Cents till we see the full entry, but right now Devastator Cents just don't look worth it. Marines are already spoiled for good HS choices and with the 2 new tanks filling much needed AA roles the slot gets even tighter! (Anything so I don't see Aegis lines in EVERY army....)
Now they may work from a theme/fluff standpoint. Maybe Termie armor is becoming harder to reproduce and these are the solution? I can see Cents fitting into Chapters that have limited resources or are whittled away by attrition. (Like the Iron Hands who lost many suits and Dreads in the Heresy, or a chapter that has been on a Penitent Crusade) I know I'm planning a small squad of Assault Cents for my Iron Hands army for just that reason.
From the standpoint of building an army on a theme or chapter background they will be seen... but purely from a meta of getting the most for your points they fall flat so far...
As a Blood Angels player I'm just hoping we get some of these new toys (I really want to be able to paint the new tank red ).
