Looks like someone has made it from bits, movement trays and bits of the Garden of Morr. Maybe it's a Warhammer Quest thing.

It's a personal project by one of the citadel vault team.

They are the guys who do all the texture art for the limited edition stuff.

At GD the other year (Dreadfleet one), I asked how they decided on these one shots. The panel advised it's a merit process, and yo have to champion you're own idea.

That's unlikely. It's Tammy, aka Tears of Envy. It's one of her personal hobby projects. If you look closely, you'll see it was only painted with washes. Took something like a year or so. She (like all GW staff) isn't allowed to hobby blog any more, so she brings whatever she's worked on to Games Workshop.

Last year it was a gorgeous Inquisition Warband.

All the more reason it could be a 'pitch'. Not necessarily a successful one mind you. But when you have to champion your idea, why not make a full on mock up?
