Stoopid Skaven Question

Thinking about a skaven army, all the interesting lists have big blocks of Skaven slaves....but there are no models? Do you have to build a block of 50 with blister packs or is it an option on the clan rat sprue?

each clan sprue comes with rats from clan pestalins, clan moors and slaves. basically, if you dont differentiate, you can use all clan rats as slave models or use those with chains as slaves if you do differentiate.
