Unfortunately, so does being intolerant and strict enforcement.
It has been a long time coming back in 2000 he was criticising america being the "world police" (my phrase not his), and was looking to make it more pluralistic. Of course this is widely popular back home since why on earth wouldn't you want to be a super-power like they once were, in the top 2 club for world diplomacy/influence, the "glory days".
He strangely set himself up as a man of peace set opposed to Bush II, wanting a mandate from the UN before invading Iraq to destroy the WMD (which at the moment looks like they didn't exist, or were moved).
He built up support amongs the baltic states, and set himself as publically man of faith againt cutting a sharp contrast to the more secular western leaders.
Comparisons between Stalin and Putin are flawed, there was an excellent peice in the times that compared him to Charles de Gaul, there are no mass purges, just the rebuilding of a modern state using economics (energy resources) even more effectively than armies.
His annexation of Crimea is now happened and there was no response, this was only the latest in a series of "de-stabilising"/"protecting Russians" moves, consider Georgia, and now Ukraine. How Russia undermind the west by continuing to trade with Syria.
The truth is that the economic sanctions will hurt Europe just as much as Russia, this set against the idea that the EU bank has dropped interest rates to 0.05% and eastern counties rely havily on russian trade, like the Polish Orchards.
