Huh? That's the Phantom. It's a little disappointing that all Cloak does is give +2 Agility. 4 Defense die isn't that amazing, and the ship is otherwise pretty much a glass cannon. It seems like you're either going to be flying around cloaked until you're pretty sure you're not going to get shot, at which point you have to spend your action to decloak, or you're going to pay out the nose for a higher PS to make use of that advanced cloaking device. Need to see more complete information on the phantom I think.

Your action isn't decloak ( Rumours ) it can just be done if you choose when you reveal your dial. That's not much better IMO. It did need more then 4 defence when cloaked but until play tested we don't know how well it works on table.

Ah, I guess the article doesn't explicitly say it takes your action to decloak huh? Well, all the same I don't really see the low Pilot Skill Phantoms working that well just from needing to cloak to stay alive, but as you said, it'd take some play testing, and the dial will have some impact on that as well.
