Definitely Raven Guard- you can see the insignia.

Although you can also see a yellow eye on the left pauldron of the other shooting marines. If it is Emperors children I rekon its Sharrowkyn- quote from Lexicanum (sharrowkyns page) "A reckoning then took place on the planet itself, when Nykona sought out Lucius and isolated him before swooping down to attack. I recon it picks up here and its Nykona Sharrowkin hunting down where Lucius is being revived by Bile. Perhaps even Bile, or the chaos powers have managed to get some Primarch project stuff off of the ravenguard and the guys shooting bolters are Biles experiment legionnaires.

you just got me thinking - I may be way behind the bus here but anyway... since Perpetuals can obviously be "fabricated", with Cyrene [just to avoid possible spoilers] becoming a member of that odd grouping more or less through design... could the same have happened to Lucius? would explain his quasi-Immortality...
