Hi there, need suggestion for CSM 850 pts armylist

Currently my local store using some sort of house rules
The house rules are:
minimum troops 25% from total points
max points for HQ, Elites, Fast, & Heavy slot are 25% from totall points each
no flyer
no special character
no relic, or artefacts
no wounds more than 4
no vehicle armor value more than 34
max dedicated transport are 2
max psychic mastery lvl 2

Eldar waveserpent spam list
Sister of battle horde list
Crimson Slughter with Cultists, olbits, and DP
Astra Militarum infantry list
and Dark Angel devas & tactical list

My Current armylist:

Chaos Sorc (1): MoN, Aura of Dark Glory, & Mastery lvl 2

Chaos Termie (3): 3 Combi meltas, Power Axes (2), and champion's Power Maul

Cultists (20): Plain

Chaos Space Marines (20): 18x Boltguns, 2x Plasmagun; Champion: Power Sword

Obliterators (3): Plain
