    There are the Legion Marines and the Adeptus Mechanicus. The Legion Marines all have Chapter Tactics, a few Unique Characters, and Legion-specific units and weapons (for those in the books, anyway), a lot like the Space Marines of 40K. Even if you allow the Xenos that were around in HH, that's just Orks and Eldar. Necrons a maybe. And Sisters would be out as much as Tau or Tyranids.

    Should HH armies be allowed in tournaments? I think so, but the HH scene just isn't ready to be taken on their own as an independent game.

    The armies are more balanced to each other, it fits the competitive scene far better than 40K.

    Goat Boy could go nuts spamming units and it would be perfectly fine, even fluffy.

    40K probably has more hobbyists than 30K overall, and 30K would be a great place to shunt tourney players that are left from 40K.
