    I was wondering if using an Inquisitor (HQ) as a warlord with a Skitarii Maniple (Troops) was legal?

    Inquisitors are in their own detachment consisting of at least one Inquisitor. Two scitarii troops are the minimum for a scitarii manipel. So it would be a perfectly legal battleforged army consisting of two detachments but without a combined arms detachment and so without objective secured

    Correct. Most detachments only allow one faction to be represented. There are some exceptions such as being able to take units that have no faction in to the detachment.
