Well, one of the greatest parts of BFG (and most other Speciallist games) is how easy it is to start up. The rules are free on the GW site under specialist games, and so all you need to do is buy the ships and you're up and running, since it uses the same dice and template (actually, there's only one template in BFG, but whatever) as normal 40K.
If you're starting up a fleet and you already have established opponents, I suggest buying one or two of the plastic Imperial Navy Cruisers (or Chaos cruisers, if you want to go over to the dark side). They're only 15$ for a pack of two, easily the best deal in BFG. Unfortunately, the rest of the range is metal, and thus slightly more expensive, but Cruisers should form the majority of your fleet, so as long as you stay with IN or Chaos, you can keep your costs down pretty easily.
If you're trying to get you and a friend in at the same time, just buy one IN cruiser pack and one Chaos cruiser pack, and flip for who's good and who's evil.

Heh, the guys up there are right though, it really doesn't take much to start BFG, especially if you're wanting to play the Imperial Navy (which you can always supplement with Marines later). Grab some cruiser boxes, some dice, and the rules PDF's from the GW site here. Oh, and make sure your ruler or tape measure has centimeters on it!
the forgeworld GK strike cruisers are about 6 bucks cheaper than the metal ones

Download the PDF off of the specialist site, build some ships out of legos, and have at it. Very few places actually enforce GW product at BFG tournaments, and no one cares in friendly play (as long as your ships are distiguishable [sic?].
