Mantis Warriors have actually been retconned with a more up to date colour scheme now by FW, and have their own Chapter tactics based around ambushing the enemy. They don't combo terribly well with the Skyhammer force, seeing as the bonus the units do get through the tactics either don't apply to the units in the Skyhammer formation, or they already have it's benefits (such as Hammer of Wrath).
Star Phantoms combo really nastily! They can twin-link everything short of pistols for one turn a game (including the first turn), which would make the Devastators absolutely brutal and any flamers the Assault squad has nasty too. Also very fluffy, the Star Phantoms being a formerly fleet based Chapter specialising in orbital assaults. They are even a white colour scheme, similar to the White Scars
Other White Scars successors like the Dark Hunters have an easier colour scheme.

Yeah, I assume I have to use a standard Codex Space Marines chapter to have access to the Skyhammer Annihilation Force, so no fancy-shmancy Forge World rules for me!
I get to use this with Ultramarine tactics since I have Howling Griffons... I used to use them like white scars a few books back before GW forced the successors to adopt their parent tactics. I'm still miffed that I was forced to change the way I play thanks to their updated rules.
Regardless I was thinking of doing Storm Lords myself since you get to do an over the top color scheme.

Chapter tactics = Chapter tactics. Absolutely nothing stopping you from using them.
If someone argues you can't use a named FW captain as a formation captain when codex named captains are allowed, 'cause RAW, I suggest smiling insincerely and finding another player (unless in a tournament, in which case certainly ask a TO first). 40k's far from balanced and clearly fluffy by intent, so anyone getting cranky about you running a well-considered, fluffy list is probably going to be a pain to play with.

Yup, and there is nothing prohibiting units with FW Chapter tactics from being used for formations form C:SM, because that is what they are intended for- the FW Chapter tactics are additional tactics to be added to the list in C:SM. They are not their own list, and even better they are currently free to download and use from the FW website, so people can't complain about not having access to the rules either. They are literally just extra, flavoursome rules for a fluff perspective for those Chapters FW has created/updated to reflect their style of combat. A good chunk of the Chapters mentioned in the download just say 'Use Chapter tactics: Ultramarines' because they are Codex-adherent Ultramarines successors.
