What exactly does a relic of the armoury do? do you have to have a techmarine or chapter master to field one?

Unless it's changed since I last looked, you are limited to only fielding a total of one (not one of each) relic of the armoury, unless you take a master of the forge.

I think the restriction is also lifted if you field a Chapter Master?
