Winning Adepticon List 2016

Hi everyone,

Just wondering if everyone saw Aaron Aleong's super cool winning list from Adepticon. It spawned a lot of hate, by the Emperor.
At any rate, I don't care much about the political logistics of the list, I'm wondering more if someone can explain how it operates on the table. It looks to me like two different biker squads, scouting and coming forward.

Did anyone see this thing in action?
