VoTLW and Legions.

Just wondering what the concensus was on the how VoTLW works with the Traitor Legions supplement, do you get the Legion specific rules in addition to basic VoTLW rules or do they replace them? I've not seen an ruling on this in the supplement I'd be interested to hear anybody else's idea or if they've spotted a ruling.

My understanding is that you get both, Every model must take VotLW, so that is step one. Then every unit with VotLW get's that legions rule. It's an upgrade to an upgrade.
