"Vampire" special rule question.

So...as many of you no doubt know, a fair number of new units in the Vampire Counts book are less-dead undead and have the "Vampire" special rule. These being Vampires themselves, Blood Knights, and the Vhargulf. Now....I read the rule in the beastiary/forces section of the book (the one that preludes the colour section, before the army list itself containing the unit descriptions and their special rules), and it states that vampires are able to select the bloodline traits thingamajig upgrades as well as buy magic items and use a couple of spells detailed within that rule. Now, some parts of this apply to characters only, I think.

Can anyone help me out with this? Does this rule mean that not only Vamp lords/heroes, but also the Vhargulf and Blood Knights? Which parts of the "Vampire" special rule apply to them?
