Ordinance and vehicle damage

When determining armor penetration vs vehicles with an ordinance weapon, if the center of the circle is outside of the hull, is it weapon strength + best of 2d6; or 1/2 weapon strength + best of 2d6, because it's also a blast weapon?

it is at half strength if the centre hole is not over the hull of the vehicle after scatter, but you do still get the extra dice and pick the highest for being ordnance
