Default Can you use Look Out, Sir in the Movement phase?

The rule "Look Out, Sir" is located under "The Shooting Phase" and "The Assault Phase", but can it be used in the Movement phase too?

Chariots and Flying Monstrous creatures can cause wounds in the Movement Phase via Sweep Attack and Vector Strike. A character might also take a wound from a Dangerous Terrain test.

The Look Out, Sir effect is triggered when ANY wound is allocated to a character. Page 16, upper right-hand corner.

I would say this could be used any time a Wound is allocated, regardless of phase.

Look Out Sir only applies to wound allocation which only occurs during the shooting phase (p15 before and after saves) and during assaults (p25 before and after saves). You can only choose to Look Out Sir either before or after you take a save.

Or during the movement phase if your unit is the target of a Vector Strike.
