Blacksunfilters have always applied Nightvision. They still do.

Just Nightvision is now ignoring the effects of Nigth Fighting (+1 and 2+ to to cover, max 36") instead of rerolling Spotting

If anything they got better, and now nightfighting is more common they're a must buy on some units, like Broadsides

most of the post I read did not give me the answer I was looking for. I need something that is black and white. now if you have link you could post I would greatly appreciate it.
