My question: Does this apply to attacking vehicles? It's clear that re-rolling misses applies, but wounds? Can I re-roll my attempts to glance and penetrate?The power Is used at the start of any player's turn.
If successful, the psyker may re-roll all rolls to hit and
rolls to wound for the entirety of thai player's turn.

you are not wounding a vehicle you are penetrating the armour, so it would not apply agianst vehicles
